“We do represent many clients in litigation because it is the nature of the beast, but as attorneys and as counselors-at-law, one of our primary duties is to help keep clients out of legal trouble and out of the courts,” says Stark and Keenan attorney, Judith C. McComas. Prior to joining the firm, Ms. McComas was the first female to hold the position of law clerk in Harford County and recalls words of wisdom she received from the judge on her final day at the court: “‘I don’t want to see you here again,’ he said. ‘Your job is to keep your clients out of court.’”

The diversity and level of shared expertise among the lawyers at Stark and Keenan is most impressive. Elwood V. Stark, Jr., during his long career as a general practitioner, has been helping individual, business, municipal and institutional clients in many areas of the law. He also provides advice on elder law issues. Charles B. Keenan Jr. specializes in estate planning, real estate and litigation. Edwin G. Carson is a widelyrespected real estate attorney, and is especially expert in title matters. Ms. McComas is a former member of the Maryland Economic Development Corporation and her practice focuses on business and estate planning and real estate. She, Mr. Keenan and Mr. Stark have master’s degrees in taxation. Gregory A. Szoka has extensive real estate, litigation and arbitration experience. As former Director of the Harford County Department of Planning and Zoning, Robert S. Lynch is a zoning and real estate expert. While Paul W. Ishak concentrates his practice on representing plaintiffs in personal injury litigation, his practice also includes defense litigation. Craig H. DeRan’s expertise includes corporate, real estate and litigation and Ian R. Fallon focuses on litigation and family law.

Messrs. Stark, Keenan and Ishak individually represent the municipalities of Aberdeen, Bel Air and Havre de Grace, respectively.

The attorneys at Stark and Keenan perform considerable pro bono work and are board members, founders and volunteers with a number of non-profits, religious and charitable organizations throughout Harford County.
